Bureau
The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for
technical and administrative support of ITU World and Regional Radiocommunication Conferences,
Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory
processes for registration of frequency assignments and satellite orbits and assists administrations in their
coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of
harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication
Study Groups and the Radiocommunication Assembly in the development of Recommendations for spectrum
utilisation and radio system characteristics. The BR is organised into four Departments: Space Services
Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the
Study Group Department.
Organizational unit
The Informatics, Administration and Publications Department (IAP) comprises five Divisions: Space Administrative
Software (SAS), Space Technical Software (STS), Terrestrial Applications Software (TAS), Administration Division
(ADM) and the Text Editing and Publications Division (EDP). It is responsible for the development and
maintenance of all software used by the Bureau as well as software adapted for national frequency management
units. It provides the necessary user support for the areas concerned. Studies are also carried out related to
policies for the technologies to be used for the information handling within the Bureau and with administrations in
the fields of management of the radio frequency spectrum and the various satellite orbits. The Department is
responsible for personnel and budget control for the BR. It is also responsible for all BR text publications.
Duties / Responsibilities
In the Informatics, Administration and Publications Department (IAP) of the Radiocommunication Bureau (BR),
under the supervision of the Head of BR’s Text Editing and Publications Division, the incumbent is BR’s focal
point vis-à-vis the Information Services Department and performs the following duties relating to the management
of BR’s Web pages and databases:
1. Management of the Radiocommunication Sector’s website
Manages the ITU-R website such as to ensure the online presence of the Radiocommunication Sector in the
Union’s six official languages, and provides training to BR staff in the use of web templates. In liaison with author
services and the General Secretariat, and following the guidelines issued by ITU’s Web Editorial Board and Web
Technical Group, coordinates the design, content and structure of the website and its pages, ensuring that the
information displayed accurately reflects the corporate image of the Sector, the Bureau and the events for which
they are responsible. Updates and/or checks that the online information is on its regular and timely updated;
ensures that the texts are rendered in good English. Takes preventive or corrective action as appropriate.
Ensures that the electronic information dissemination, access and exchange mechanisms correspond to the
needs of the Members of the Radiocommunication Sector and participants in the work of Study Groups and
associated groups. Develops technical guidelines for internal and external Web users; is involved in the design,
development and implementation cycles for new online information management tools and new Web applications;
conducts the corresponding tests and training. Provides Web support for BR, handling requests for information
and assistance from users of the ITU-R website and current electronic communication tools. Formulates and
draws up rules of procedure for use of the Web and monitors their application, keeping BR’s author departments

informed in that regard. Draws up technical guidelines on the electronic means for accessing ITU-R documents
and publications. Provides staff members with the training necessary to enable them to operate the service in his
or her absence.
2. Database management
Supervises the creation and maintenance of directories in DMS for the storage and availability for sale of online
electronic files in the Union’s six languages, and provides staff training in that regard. Ensures the maintenance of
the DMS structure for all BR publications and keeps information on Recommendations and other ITU-R
publications up to date. Is involved in the development of the Web user interface for DMS access and represents
BR in the corresponding user groups. Provides DMS support for BR. Maintains, and introduces improvements
into, the EDP Division’s databases (including the terminology base) and ensures their improvement in line with the
technical requirements. Carries out other tasks as requested by the superviser.
Qualifications required
1. Complete secondary education OR equivalent technical or commercial studies.
2. At least eight years’ experience in the use of information system application programs, in particular
database, text processing and Web application systems. (A maximum of three years of studies in the field
of the post and in a recognized school may replace the required experience on the basis of one year of
education for one year of experience.)
3. Excellent knowledge of English or French and very good knowledge of one of the other official languages of
the Union (Arabic, Chinese, English, French, Russian, Spanish). Knowledge of a third official language
would be an advantage.
Competencies
4. Thorough knowledge of hypertext and Internet publishing technologies. Knowledge of structured
programming techniques and their application to publishing tools would be an advantage.
5. Knowledge and experience in the design and maintenance of office automation systems.
6. Ability to work independently or in a team and to maintain effective liaison with different services. Good
communication skills are essential.
IMPORTANT
• The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62. Only applicants who are expected to
